The RDW keeps a list of electric scooters that are allowed on public roads in the Netherlands. That list is short: five models. Everything else — Xiaomi, Segway, Ninebot, Dualtron — is not permitted. In this article we put all five side by side, including the difference that catches most buyers off guard: four of the five are not stand-up scooters but electric kick scooters (autopeds).

The difference you need to understand first
Most people searching for "electric scooter" have an image in mind: compact, small wheels, foldable, thumb throttle, and standing. That's the type you see in Paris, Madrid and Lisbon.
Four of the five approved models are not that. Yedoo and Kickbike make kick scooters (autopeds) — large-wheel scooters in the tradition of the Finnish footbike. A 26-inch front wheel, a 20-inch rear wheel, a long low footboard, and an electric assist motor that supports kicking rather than replacing it. They ride excellently, but it's a different vehicle: longer than a bicycle, not really foldable, and intended for recreational and sporty use.
The SELANA Alpha is the only approved model in the compact stand-up category. That's not a marketing claim but a consequence of the list: if you're looking for a classic e-step, there's one legal option in the Netherlands.

All five are limited to 25 km/h — that's a hard requirement for the special moped category, not a manufacturer's choice.
Registration: one important difference
All five models require a license plate. But the process differs.
The four kick scooters were already approved before July 1, 2025. Their owners had to register the vehicle themselves with the RDW, with photos, the vehicle number and DigiD. Until July 1, 2026 that cost €18; that transition arrangement has now expired and registration now starts at €116.55, because the RDW must assess the vehicle individually. The SELANA Alpha has a national type approval. With this, the model as a whole is approved and each individual unit doesn't need to be assessed separately. In short: no photo session, no individual application, no €116.55.
Which one suits you?
Choose a Kickbike or Yedoo if…
- you mainly ride recreationally, take longer rides, or actually enjoy the sporty kicking motion
- you often go on unpaved terrain, forest paths or gravel — large wheels always win there
- you don't mind that the vehicle is bike-sized and doesn't fit on the train or in the office
- you already own one and have already sorted out the registration
Choose the SELANA Alpha if…
- you use it daily for commuting and want to be able to park it compactly or take it with you
- you want to stand and ride without kicking off
- you value a fully handled registration process, ANWB insurance and a nationwide service network
- you're looking for the classic stand-up experience you know from abroad
What to watch out for when buying
Even within these five models there are pitfalls.
- Electric or not? Both Kickbike and Yedoo sell the same model names as regular, non-motorized kick scooters. A non-electric scooter is not a special moped and doesn't need a license plate — but it also has no motor. Check which version you're buying.
- Is the registration already sorted? For a second-hand unit, always ask for the registration certificate. Without registration you now pay over €116 extra.
- Insurance. No registration means no policy, and no policy means no coverage in an accident. See our guide to insuring an e-step.
- Service and parts. Ask where you can go for maintenance and whether batteries will still be available in a few years.
Frequently asked questions
Will more models be added to the RDW list this year?
Possibly; the list isn't static. Always check the current status with the RDW before buying.
Am I allowed on the bike path with all these models?
Yes. Special mopeds belong on the bike path or, where there isn't one, on the roadway. The sidewalk isn't permitted for any of these vehicles.
Do I need a driving license or helmet?

Why isn't brand X on the list?
