Do you have an RDW-approved electric scooter in the Netherlands? Then since July 1, 2025, you are required to take out third-party liability insurance (WA). In this guide we explain exactly how insuring an e-scooter works: what it costs, which coverages are available, and how to arrange it in a few minutes via the ANWB.

Is insurance mandatory for my e-scooter?

Yes. For an RDW-approved electric scooter, third-party liability insurance (WA) is legally required. This follows from the Motor Vehicles Liability Insurance Act (WAM) and applies identically to a moped or scooter. Without insurance you risk a fine of €490 (CJIB offense code WD180a, 2026 rate), on top of personal liability for all damage you cause.

Important: if your e-scooter is not RDW-approved, you cannot insure it in the Netherlands at all. Insurers only accept vehicles with a valid license plate. Well-known models such as the Xiaomi M365 or Ninebot Max G30 fall outside this arrangement and are not allowed on public roads anyway — we explain why Xiaomi and Segway aren't legal here.

What coverages are available?

WA insurance (mandatory)

The basic insurance covers damage you cause to others with your e-scooter — for example a pedestrian you hit, a car you damage, or a lamppost you knock over. This is the legally required minimum coverage and costs from €6 per month.

WA + Theft

In addition to WA, you're also insured against theft and attempted theft of your e-scooter. Recommended if you regularly park your scooter outside — at stations, in the city, or at work. Indicative premium: €11–€14 per month.

All-risk (Comprehensive)

The extensive coverage. In addition to WA and theft, you're also covered against your own damage (falls, scratches), vandalism, fire, and natural damage. For those who use their scooter daily and don't want to take any risk. Indicative premium: €16–€22 per month.

How do I take out e-scooter insurance? Step-by-step plan

  1. Order your RDW-approved e-scooter. For the SELANA Alpha you can do this via our webshop. Which other models are approved can be found in our comparison of approved e-scooters.
  2. Make sure the license plate is arranged. The SELANA Alpha has national type approval: registration runs through us and you don't need to have the vehicle assessed by the RDW yourself. If you have an older, already-approved model that hasn't been registered yet, you apply yourself via rdw.nl. This cost €18 until July 1, 2026; since that expired deadline it starts at €116.55.
  3. Take out your WA insurance. With the ANWB or another insurer. Keep your registration certificate at hand.
  4. Confirm the coverage and save the policy digitally. If stopped, the police may ask you to show your insurance.

The whole process — from order to first ride — typically takes 5–10 business days, of which the insurance itself is arranged in minutes.

What if I cause damage?

In the event of damage to third parties, report this to your insurer within 24 hours via an accident report form. The ANWB has a digital claims process. For yourself: keep evidence photos, note witnesses, and if there is injury, always call the police and ambulance. For larger damage, an expert may be brought in.

Frequently asked questions

Can I insure a Xiaomi or Ninebot e-scooter?

No. These e-scooters are not RDW-approved and have no license plate — insurers therefore cannot offer coverage. They are also not allowed on public roads.

What happens if I ride without insurance?

Do I get a discount if I drive claim-free?

Yes, most insurers (including the ANWB) apply a no-claim discount. The longer you drive claim-free, the lower your premium. Claim-free years from a previous moped can usually be carried over.

Is my passenger also insured?

An e-scooter is approved for one rider. Carrying a passenger is not permitted and therefore not insured either.

What if I use my e-scooter abroad?

WA insurance applies in most EU countries via the Green Card. However, local rules differ per country — always check whether a Dutch approval is valid in the country you're visiting.

Can I insure my e-scooter only during summer?

Some insurers offer a "storage policy" for winter, where you're only insured against theft and not WA. This is only allowed if you don't ride during that period — otherwise you're uninsured on the road.

Who pays the premium for a company e-scooter?
